Alex Fisher, MPH, CHES is co-founder and President of Northstar Adaptive.Alex is a strategic and impact-driven public health professional & education leader with a decades worth of experience translating complex data into actionable health and education strategies. Proven track record of designing and implementing educational programs for first responders, leading to high-impact training initiatives that improve workplace safety and mental health awareness. She is adept at managing multimillion-dollar grants, streamlining research processes, and communicating with stakeholders and community partners. Known for utilizing quantitative and qualitative data for program evaluation and quality improvement.

Dakota Fisher, AICP, PMP is co-founder and Vice President of Northstar Adaptive.Dakota Fisher brings more than a decade of experience at the federal, state, and local levels to his role as Vice President of Northstar Adaptive. A certified urban planner (AICP) and Project Management Professional (PMP), Dakota specializes in helping governments and communities adapt to ever-evolving risks.His expertise spans community planning, project management, climate adaptation, managed retreat, policy and program analysis, data and GIS analysis, and strategic planning. Dakota has led cross-sector initiatives that bridge technical insight with community priorities, ensuring solutions are both actionable and people-centered.Originally from Louisiana, Dakota’s perspective is shaped by firsthand experiences with the urgent realities of natural hazard impact. He holds a master’s degree from the University of New Orleans and a bachelor’s degree from Louisiana State University.At Northstar Adaptive, Dakota is dedicated to guiding communities through uncertainty with clarity, strategy, and care—helping them not only adapt, but thrive.
